The house always wins. Remember that. Now that a Chicago owned casino is almost a slam dunk, City Hall will be the house. Suckers will have the opportunity to lose their money to the city of Chicago. You have a better chance of beating a parking ticket than winning big at a casino.Casinos are designed to make profits. Huge profits. Every square inch is designed to part your money from your hot little hand. Every game is designed on mathematical probability. The odds are stacked high in the house's favor.
This being Chicago, there will be some big winners. Not the suckers. The developers, the contractors, the unions, the aldermen, the lawyers, the land owners or property managers, and a host of others. All those in the house's favor.
Cui Bono? Who benefits? The well known names in the political-business world will be the winners. Everyone of them will get their piece of the casino pie. One hand will wash the other. Cash will be the soap.
Nothing really changes in Chicago. Chicago is a Biblical town. Give and ye shall receive. Charity begins at home and the house is City Hall. The big boys have been giving and giving. They will receive. In spades, diamonds, clubs, and hearts. They don't have to roll the dice, spin the wheel, or pull a handle. There is no gamble in this casino.
So don't be surprised when very familiar names start cropping up. Well known names. Companies, developers, contractors, attorneys, architects, planners, engineers, unions, suppliers, distributors, and the like.
A Chicago casino is the political-business community's dream come true. From its inception to the day to day operation the politically connected will profit from the suckers.
You will know who paid the most to get the best deal in Chicago. This is not just about raising revenue for the city or, attracting tourists and conventioneers, or creating jobs. This is about greed, profit, and power.

Even a new vocabulary will emerge. A gaming centric vocabulary. Alderman will be talking about the odds, rolling the dice, spinning the wheel, crapping out, or going bust on ordinances.
